The Group was opposed to the application of sanctions or other measures not envisaged in UNIDO’s Constitution, believing that the General Conference was the only body competent to take action in that respect.

2. States parties shall take all effective legislative, administrative, judicial, educational [, medical] [, sanitary] or other measures to prevent persons with disabilities from being subjected to torture or cruel, inhuman or degrading treatment or punishment.
2 - تتخذ الدول الأطراف جميع التدابير الفعالة التشريعية أو الإدارية أو القضائية أو التثقيفية أو [الطبية أو الصحية] أو أية تدابير أخرى لمنع تعرض المعوقين للتعذيب أو للمعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة.

3.2 He further claims that his rights under article 2 of the Convention were violated, as the State party did not take effective administrative, judicial or other measures to prevent the acts of torture against him either during the extradition process, or while he was in pretrial detention.

Article 2, paragraph 2, of the Convention provides that " The general framework for the development of technical and vocational education shall be determined in each Contracting State by appropriate legislation or other measures " .
وتنص الفقرة 2 من المادة 2 من الاتفاقية على أن " يتحدد الإطار العام لتطوير التعليم التقني والمهني في كل دولة متعاقدة بموجب تشريعات أو أية تدابير أخرى ملائمة " .

Furthermore, the Committee finds that there is no valid information concerning legislative, judicial, administrative or other measures directly related to the principles and objectives of the Convention and, therefore, reiterates its request that it be furnished with the material expressly referred to in article 15 of the Convention so that it will be able to fulfil its functions. "
