ويجوز الموافقة على حضور أي هيئة أو وكالة، وطنية كانت أم دولية، حكومية أم غير حكومية، تكون مؤهلة في ميادين تتصل بتغير المناخ وتكون قد أبلغت اﻷمانة برغبتها في أن تُمثﱠل في أحد اجتماعات اﻷطراف بصفة مراقب ما لم يعترض على ذلك ثلث عدد اﻷطراف الحاضرة على اﻷقل.

ATIA also possesses full juridical personality. Its membership is open to African States and any public entity nominated or designated by any such African State, or any such other body or body corporate, upon approval by the ATIA General Assembly.
