وفي ضوء المواد 2 و3 و6 من الاتفاقية تشجع اللجنة الدولة الطرف على إيلاء اهتمام خاص للتنفيذ الكامل للمادة 4 من الاتفاقية لرصد اعتمادات من الميزانية على سبيل الأولوية لضمان تطبيق حقوق الأطفال الاقتصادية والاجتماعية والثقافية، إلى أقصى حدود الموارد المتاحة وحيثما يلزم في إطار التعاون الدولي.

573. As regards the implementation of article 4 of the Convention, the Committee notes with concern the inadequacy of measures taken to ensure the implementation of children's economic, social and cultural rights to the maximum extent of available resources.
٣٧٥ - وفيما يتعلق بتنفيذ المادة ٤ من الاتفاقية، تحيط اللجنة علما مع القلق بعدم كفاية التدابير المتخذة لضمان تنفيذ الحقوق الاقتصادية والاجتماعية والثقافية للطفل إلى أقصى حدود الموارد المتاحة.

965. The Committee is equally concerned that insufficient attention has been paid to the provisions of article 4 of the Convention concerning budgetary allocations to the maximum extent of available resources.
٩٦٥ - كما يساور اللجنة القلق لعدم كفاية الاهتمام المعطى ﻷحكام المادة ٤ من الاتفاقية فيما يتعلق بمخصصات الميزانية إلى أقصى حدود الموارد المتاحة.

146. As regards the implementation of article 4 of the Convention, the Committee notes with concern the inadequacy of measures taken to ensure the implementation of children's economic, social and cultural rights to the maximum extent of available resources.
٦٤١- وفيما يتعلق بتنفيذ المادة ٤ من الاتفاقية، تحيط اللجنة علماً مع القلق بعدم كفاية التدابير المتخذة لضمان تنفيذ الحقوق الاقتصادية والاجتماعية والثقافية للطفل إلى أقصى حدود الموارد المتاحة.

36. The Committee is equally concerned that insufficient attention has been paid to the provisions of article 4 of the Convention concerning budgetary allocations to the maximum extent of available resources.
٦٣- كما يساور اللجنة القلق لعدم كفاية الاهتمام المعطى ﻷحكام المادة ٤ من الاتفاقية فيما يتعلق بمخصصات الميزانية إلى أقصى حدود الموارد المتاحة.

(c) Consider increasing financial support to families living in poverty to the maximum extent of available resources.

The Committee remains concerned at the small proportion of the budget devoted to the social sectors, particularly primary health care and primary education, in contradiction to the provisions of article 4 of the Convention which emphasize that economic, social and cultural rights should be implemented to the maximum extent of available resources.
٢١١ - ولا تــزال اللجنة تشعر بالقلق إزاء انخفاض النسبة المخصصة في الميزانية للقطاعات الاجتماعية، ولا سيما الرعاية الصحية اﻷولية والتعليم الابتدائي، اﻷمر الذي يتعارض مع أحكام المادة ٤ من الاتفاقية التي تؤكد على أنه ينبغي تنفيذ الحقوق الاقتصادية والاجتماعية والثقافية إلى أقصى حدود الموارد المتاحة.
