We have faithfully abided by our commitment not to be the first to use nuclear weapons at any time or under any circumstances, and unconditionally not to use or threaten to use nuclear weapons against non-nuclear-weapon States or nuclear-weapon-free zones.
ولقد وفيّنا بكل صدق بالتزامنا بعدم المبادرة إلى استخدام الأسلحة النووية في أي وقت كان أو تحت أي ظروف كانت، كما التزمنا، دون قيد أو شرط، بعدم استخدام الأسلحة النووية ضد الدول التي لا تمتلك أسلحة نووية أو المناطق التي لا توجد فيها تلك الأسلحة، أو التهديد باستخدامها.

(a) All nuclear countries, and particularly the Soviet Union and the United States of America, must commit themselves not to be the first to use nuclear weapons under any circumstances.
(أ) أن تلتزم جميع البلدان النووية، ولا سيما الاتحاد السوفياتي والولايات المتحدة، بألا تكون السباقة إلى استخدام الأسلحة النووية أيا كانت الظروف.

(a) All nuclear countries must undertake the obligation not to be the first to use nuclear weapons and not to use them against non-nuclear countries and in nuclear-weapon-free zones;
(أ) أن تتعهد جميع البلدان الحائزة للأسلحة النووية بعدم السبق إلى استخدام الأسلحة النووية وعدم استخدامها ضد البلدان والمناطق غير الحائزة للأسلحة النووية.

5. The States Parties welcome the declaration of the nuclear-weapon States that none of their nuclear weapons are targeted at any State, and urge all the nuclear-weapon States to renounce the nuclear deterrence policy characterized by " the first use of nuclear weapons " , to commit themselves unconditionally not to be the first to use nuclear weapons and to conclude an international legal instrument to this effect.

14. Commitment by the nuclear-weapon States to remove the first-use posture from security doctrines and to agree on an internationally and legally binding instrument on the joint undertaking not to be the first to use nuclear weapons and to conclude an internationally and legally binding instrument on security assurances of the non-use and non-threat-of-use of nuclear weapons against non-nuclear-weapon States.
