The Conference of the Parties shall ensure the transfer of technology from developed-country Parties to developing-country Parties free of charge.

2. The mechanism established under paragraph 1 shall be a [stand-alone] multilateral mercury fund, which shall be funded by contributions that are additional to other financial transfers to the developing-country Parties and Parties with economies in transition specified in that paragraph and may include other forms of multilateral, regional and bilateral cooperation.
2 - يجب أن تكون الآلية المنشأة بموجب الفقرة 1 صندوقاً متعدد الأطراف للزئبق [قائماً بذاته]، يموَّل بمساهمات تكون إضافية بالنسبة للتحويلات المالية الأخرى إلى الأطراف من البلدان النامية والأطراف التي تمر اقتصاداتها بمرحلة انتقال المحددة في تلك الفقرة ويجوز أن تشمل أشكالاً أخرى من التعاون المتعدد الأطراف والإقليمي والثنائي.

2. Encourages Parties and international organizations to provide technical and financial support to developing country Parties wishing to carry out such pilot studies on early warning systems.
2- يشجّع الأطراف والمنظمات الدولية على تقديم الدعم التقني والمالي إلى الأطراف من البلدان النامية التي ترغب في الاضطلاع بمثل هذه الدراسات الرائدة حول نظم الإنذار المبكّر.

This mechanism will be a valuable tool in support of effective delivery of technical assistance to developing country Parties and parties with economies in transition, to assist them to develop and strengthen their capacity to implement their obligations under this Convention.
وهي سوف تشكل أداة قيّمة لدعم تقديم المساعدة التقنية بفعالية إلى الأطراف من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال وذلك من أجل مساعدتها على تأسيس وتعزيز قدرتها على تنفيذ التزاماتها بموجب هذه الاتفاقية.

The Executive Secretary is proposing enhancements to the technical assistance programme that would deliver strengthened support to developing country Parties and parties with economies in transition.
53- ويقترح الأمين التنفيذي إجراء تحسينات على برنامج المساعدة التقنية من شأنها إيصال الدعم المعزز إلى الأطراف من البلدان النامية والأطراف من البلدان التي تمر اقتصاداتها بمرحلة انتقالية.

2. Also invites developed-country parties and others with the capacity to do so to continue to provide information to the Secretariat on the technical assistance and technology that they have available to be transferred to developing country Parties and parties with economies in transition;
3- يدعو أيضاً الأطراف من البلدان المتقدمة وغيرها من الجهات القادرة إلى الاستمرار في تقديم معلومات إلى الأمانة عن المساعدة التقنية والتكنولوجيا المتاحة لديها لنقلها إلى الأطراف من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال؛

Also invites developed-country parties and others with the capacity to do so, to continue to provide information to the Secretariat on the technical assistance and technology that they have available to be transferred to developing country Parties and parties with economies in transition;
3 - يدعو كذلك البلدان المتقدمة الأطراف وغيرها من الجهات القادرة إلى مواصلة تقديم المعلومات إلى الأمانة عن المساعدة التقنية والتكنولوجيا المتاحة لديها لنقلها إلى الأطراف من البلدان النامية والبلدان التي تمر اقتصاداتها بمرحلة انتقال؛

Programme Officer at the P-3 level (Capacity Assistance): to assist in the development and implementation of the training programme for the delivery of technical assistance to developing country Parties and parties with economies in transition;
(أ) موظف برنامج بالرتبة ف-3 (المساعدة في مجال القدرات): للمساعدة في وضع وتنفيذ البرنامج التدريبي لتقديم المساعدة التقنية إلى الأطراف من البلدان النامية والأطراف التي تمر اقتصاداتها بمرحلة انتقالية؛

(j) Development and updating of a list of technologies that are available to be transferred to developing country Parties and parties with economies in transition in accordance with paragraph 4 of article 12 of the Convention;
(ي) تطوير وتحديث قائمة بالتكنولوجيا المتاحة لنقلها إلى الأطراف من البلدان النامية والأطراف التي تمر اقتصاداتها بمرحلة انتقال وفقاً للفقرة 4 من المادة 12 بالاتفاقية؛

According to Paragraph 4 of Article 12 of the Stockholm Convention, Parties must establish arrangements providing technical assistance and technology transfer to developing country Parties and Parties with economies in transition.

8. Additionally, the COP invited the GEF as a financial mechanism of the Convention to provide support to developing country Parties for the implementation of national action programmes (NAPs), and to report to COP 8 in this regard; as well as to consider simplifying its funding procedures in order to ease access by developing countries to GEF funding, and to report back to the COP on progress in this regard.

2. The Parties shall establish arrangements for the purpose of providing technical assistance and promoting the transfer of technology to developing-country Parties and Parties with economies in transition relating to the implementation of this Convention.
2 - على الأطراف أن تضع ترتيبات لغرض تقديم المساعدة التقنية وتشجيع نقل التكنولوجيا إلى الأطراف من البلدان النامية والأطراف التي تمر اقتصاداتها بمرحلة انتقال فيما يتعلق بتنفيذ هذه المعاهدة.

1. The Parties shall establish a mechanism for providing financial and technical cooperation, including the transfer of technologies, to developing-country Parties and Parties with economies in transition, so that these Parties may apply the control measures set forth in this Convention.
1 - على الأطراف أن تنشئ آلية لتقديم التعاون المالي والتقني، بما في ذلك نقل التكنولوجيات، إلى الأطراف من البلدان النامية والأطراف التي تمر اقتصاداتها بمرحلة انتقال، بحيث تستطيع هذه الأطراف أن تطبّق تدابير التحكم المبينة في هذه الاتفاقية.

1. Developed-country Parties and other Parties in a position to do so shall provide technical assistance to developing-country Parties and Parties with economies in transition to develop and strengthen their capacities to implement their obligations under this Convention.
1 - ينبغي للأطراف من البلدان المتقدمة والأطراف الأخرى التي تكون في وضع يسمح لها بذلك، تقديم مساعدة تقنية إلى الأطراف من البلدان النامية والأطراف التي تمر اقتصاداتها بمرحلة انتقالية من أجل تطوير وتعزيز قدراتها على تنفيذ التزاماتها بموجب هذه الاتفاقية.
