ونستطيع بكل اطمئنان أن نقول إن الادعاء العراقي بالتعاون مع لجنة الصليب اﻷحمر الدولية، ومشاركة العراق في اجتماعات اللجنة الثلاثية واللجنة الفنية المتفرعة عنها، فشل حتى اﻵن في الوصول الى أي نتيجة حاسمة بشأن هذه القضية اﻹنسانية بالغة اﻷهمية، ويمكن أن نوعز ذلك الفشل لﻷسباب التالية:

1. The purpose of Iraq's belated participation in the meetings of the Tripartite Committee and its technical subcommittee is not to bring the issue to a close but to create a favourable impression among the members of the Security Council that it is being cooperative. It is doing this in order to achieve the goal for which it is actually striving, namely the modification or mitigation of the sanctions regime of which it is the object.
١ - إن مشاركة العراق المتأخرة في اجتماعات اللجنة الثلاثية واللجنة الفنية المتفرعة عنها ليس الهدف منها إنهاء هذه القضية، بل لخلق انطباع ايجابي بالتعاون لدى أعضاء مجلس اﻷمن لتحقيق الهدف الذي يسعى اليه وهو تعديل أو تخفيف نظام العقوبات المفروضة عليه.
