Subsequent General Assembly and Economic and Social Council (ECOSOC) resolutions, as well as Executive Committee conclusions and decisions, have called on the Office, in the context of its basic mandate, to assist other groups of persons regarded as falling within the concern of the High Commissioner.

Recalling the Programme of Action adopted in May 1996 by the Regional Conference to address the problems of refugees, displaced persons, other forms of involuntary displacement and returnees in the countries of the Commonwealth of Independent States and relevant neighboring countries and the conclusions of the Executive Committee at its forty-seventh and forty-eighth sessions;
