The Committee encourages the State party to prepare and implement a comprehensive national plan of action to address the issue of children deprived of a family environment and to include information on its implementation in its second report.

46. The Committee urges the State party to adopt through legislation a system that fully protects the rights of all children deprived of a family environment who may require permanent placement, in conformity with of article 20 of the Convention.

31. While noting that the principle of the best interests of the child is taken into account in most of the State party's legislation, the Committee is concerned that the principle is not adequately applied in situations concerning children deprived of a family environment.

The Committee recommends that the State party, while taking into account the Guidelines for the Alternative Care of Children annexed to General Assembly resolution 64/142 of 18 December 2009, undertake the necessary measures to protect the rights of children deprived of a family environment and address their needs with a focus on, inter alia:
49- توصي اللجنة بأن تقوم الدولة الطرف، مع مراعاة المبادئ التوجيهية للرعاية البديلة للأطفال المرفقة بقرار الجمعية العامة 64/142 المؤرخ 18 كانون الأول/ديسمبر 2009، باتخاذ تدابير اللازمة لحماية حقوق الأطفال المحرومين من بيئة أسرية وتلبية احتياجاتهم مع التركيز على جملة أمور منها:

(c) Improve the availability and quality of alternative family- and community-based options for children deprived of a family environment or children with special protection needs;

43. CRC noted reports that large numbers of children did not live with their parents and was concerned that children deprived of a family environment could be vulnerable to exploitation and abuse and be unable to attend school.
43- وأحاطت لجنة حقوق الطفل علماً بتقارير مفادها أن أعداداً كبيرة من الأطفال لا يعيشون مع والديهم وأعربت عن قلقها لأن الأطفال المحرومين من بيئة أسرية يمكن أن يُصبحوا عرضة للاستغلال والإساءة ويتعذر عليهم الذهاب إلى المدرسة.

The Committee encourages the State party to seek technical assistance, inter alia, from UNICEF, in matters regarding placement of children deprived of a family environment.
وتشجع اللجنة الدولة الطرف على التماس المساعدة التقنية من عدة هيئات، منها منظمة الأمم المتحدة للطفولة (اليونيسيف) في مسائل تتعلق بإيداع الأطفال المحرومين من بيئة أسرية.

(b) Ensure independent monitoring by relevant institutions of the placement of all children deprived of a family environment, and establish an accountability mechanism for persons receiving public grants for hosting such children;
