A number of Parties spoke in support of the two opposing views expressed. One representative suggested that a study or paper might be prepared so that all Parties should have a clearer understanding of the way the term " industrial rationalization " was being used.

In 2005, Greece reported production of 2,793.000 ODP-tonnes of CFCs in 2004, entirely to meet the basic domestic needs of Parties operating under Article 5 of the Protocol, with a figure of 1,503 ODPtonnes attributed to industrial rationalization between a CFC production plant in Greece and a production plant in the United Kingdom.
