The Republic of the Congo has also concluded a number of bilateral treaties with other States in areas such as mutual judicial assistance and security, as well as the agreement on mutual judicial assistance and cooperation among the States members of the Economic Community of Central African (CEEAC) and the agreement on judicial cooperation among the States members of CEMAC.

32. African States lacked capacity to exercise universal jurisdiction. It would be necessary to strengthen judicial capacity at the national level in order to combat grave crimes, envisage specialized training in investigating and prosecuting such crimes, improve judicial cooperation among States and specify the appropriate level of jurisdiction.
32 - وذكَر أن الدول الأفريقية تفتقر إلى القدرة على ممارسة الولاية القضائية العالمية وسوف يكون من الضروري تدعيم القدرة القضائية على الصعيد الوطني بما يكفل مكافحة الجرائم الجسيمة، مع توخي تنظيم تدريب متخصص في التحقيقات والمحاكمة بشأن هذه الجرائم، وتحسين سُبل التعاون القضائي فيما بين الدول وتحديد المستوى الملائم للاختصاص القضائي.

(d) Strengthened judicial cooperation among countries, especially in matters involving extradition and mutual legal assistance. During 2006-2007, Member States made modest progress in the implementation of the provisions of the 1988 United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances and the recommendations made by the General Assembly at its twentieth special session on judicial cooperation.
(د) تعزيز التعاون القضائي فيما بين البلدان وخاصة في مجال المسائل المتعلقة بتسليم المجرمين والمساعدة القانونية المتبادلة - خلال الفترة 2006-2007، أحرزت الدول الأعضاء قدرا متواضعا من التقدم في تنفيذ الأحكام الواردة في اتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع بالمخدرات والمؤثرات العقلية لعام 1988 والتوصيات الصادرة عن الدورة الاستثنائية العشرين للجمعية العامة بشأن التعاون القضائي.

The outcome had been the suggestion that the Commission should confine itself to considering possible rules in three areas: (a) judicial cooperation between courts supervising insolvent debtors in more than one country; (b) access of foreign insolvency administrators to courts in the States enacting the rules; (c) the recognition of foreign proceedings in enacting States, and the effects to be given to those proceedings.
