وينبغي أن يعمد المؤتمر، بالاستعانة بأمور في جملتها الدراسات العلمية والتقنية التي أجرتها منظمة اﻷغذية والزراعة، الى تحديد وتقييم المشاكل القائمة المتصلة بحفظ وإدارة هذه اﻷرصدة السمكية، والنظر في وسائل تحسين التعاون في مجال مصائد اﻷسماك فيما بين الدول، ووضع توصيات مناسبة.

The Ministerial Conference was established by the Convention on Fisheries Cooperation among African States bordering the Atlantic Ocean, adopted at Dakar on 5 July 1991.
