For example, CESCR general comment No. 15 on the right to water re-states the obligation of States parties to guarantee the enjoyment of the right to water without discrimination on the ground - inter alia - of physical or mental disability, and the need to give special attention to those individuals and groups who have traditionally faced difficulties in exercising this right, including persons with disabilities.
29- وعلى سبيل المثال، فإنّ التعليق العام رقم 15 للجنة المعنية بالحقوق الاقتصادية والاجتماعية والثقافية بشأن الحق في الماء يبين من جديد التزام الدول الأطراف بكفالة التمتع بالحق في الماء دون تمييز على أساس الإعاقة البدنية أو الذهنية، من جملة أسس تمييز أخرى، ويبين الحاجة إلى الاهتمام بشكل خاص بالمجموعات والأفراد الذين يواجهون عادة صعوبات في ممارسة هذا الحق، بمن فيهم المعوقون(34).

In that regard, the Committee on Economic, Social and Cultural Rights considers that the " international financial institutions [...] should take into account the right to water in their lending policies, credit agreements, structural adjustment programmes and other development projects [...], so that the enjoyment of the right to water is promoted " , which, in the opinion of the independent expert, also applies to the right to sanitation.
