Charges that the Federal Republic of Yugoslavia is responsible for the continuation of the civil war in the former Bosnia and Herzegovina are totally unwarranted since the Government of the Federal Republic of Yugoslavia accepted all peace plans, including the latest plan of territorial settlement by the Contact Group.
والتهم القائلة بأن جمهورية يوغوسلافيا الاتحادية مسؤولة عن استمرار الحرب اﻷهلية في البوسنة والهرسك سابقا تهمة لا مبرر لها على الاطلاق، فحكومة جمهورية يوغوسلافيا الاتحادية قد قبلت كافة خطط السلم، بما فيها آخر الخطط وهي الخطة المتعلقة بالتسوية السلمية التي وضعها فريق الاتصال.

Therefore, rather than disassociating itself from the situation in the Republic of Bosnia and Herzegovina, the Contact Group, as the spearhead of an international drive, and in concert with the Government of the Republic of Bosnia and Herzegovina, should further intensify efforts to compel the Serbian side genuinely to accept the Contact Group's peace plan.

(c) Undermines the efforts and objectives of the Contact Group peace plan by upholding the status quo and giving comfort to those who would hold out against peace in favour of retaining their current, advantageous position;
)ج( أنها تقوض الجهود واﻷهداف التي تضمنتها خطة السلم التي وضعها فريق الاتصال بإبقائها على الوضع الراهن وتقديم المبرر لمن يفضلون الاستمرار في معارضة السلم والاحتفاظ بوضعهم الراهن الذي يحقق لهم المزايا؛

With respect to the former point, the so-called Bosnian Serbs have a heavy burden that certainly cannot be ignored in terms of a long pattern of human rights abuses, systematic intimidation of and interference with United Nations-mandated operations and, lastly, the rejection of the Contact Group peace plan.
ففيما يتعلق بالنقطة اﻷولى، يترتب على من يسمون بالصرب البوسنيين عبء ثقيل لا يمكن بالتأكيد تجاهله من ناحية نمط انتهاكات حقوق اﻹنسان الذي امتد زمنا طويلا، والتخويف المنهجي ﻷفراد اﻷمم المتحدة والتدخل في العمليات التي تأمر بها اﻷمم المتحدة، وأخيرا رفض خطة السلم التي وضعها فريق الاتصال.

We urge the United Nations and the international community to act decisively and to take appropriate steps to end hostilities in accordance with relevant resolutions of the General Assembly and the Security Council, as well as the peace plan of the Contact Group and to create an environment conducive to a smooth and timely flow of humanitarian assistance to the people affected.
ونحث اﻷمم المتحدة والمجتمع الدولي على العمل بحزم واتخاذ خطوات واجبة ﻹنهاء القتال طبقا لقرارات الجمعية العامة ومجلس اﻷمن ذات الصلة بالموضوع، وكذلك خطة السلم التي وضعها فريق الاتصال وتهيئة بيئة تؤدي الى تدفق المساعدة الانسانية بسلاسة وفي الوقت المناسب للشعب المتأثر بالقتال.
