٦٣١- وأقر المؤتمر العالمي لحقوق الإنسان المعقود في عام ٣٩٩١، في إعلان فيينا، " بأن الإلقاء غير المشروع للمواد والنفايات السامة والخطرة يمكن أن يشكل تهديدا خطيرا لحق كل إنسان في الحياة وفي الصحة " )الفقرة ١١ من الوثيقة A/CONF.157/24(.

134. On the issue of toxic wastes, one should recall that in the Vienna Declaration and Programme of Action adopted by the World Conference on Human Rights, the international community recognized " that illicit dumping of toxic and dangerous substances and waste potentially constitutes a serious threat to the human rights to life and health of everyone " .
٤٣١- وفيما يتعلق بمسألة النفايات السامة، ينبغي تذكﱡر أن المجتمع الدولي سلم في إعلان وبرنامج عمل فيينا اللذين اعتمدهما المؤتمر العالمي لحقوق اﻹنسان " بأن اﻹلقاء غير المشروع للمواد والنفايات السامة والخطرة يمكن أن يشكل تهديداً خطيراً لحق كل إنسان في الحياة وفي الصحة " .
