IV. Concluding remarks 13. ومن العلامات البارزة التي تدل على أن النقص المزمن في الأموال يقوض دعائم الخدمات التي تقدمها الوكالة اكتظاظ المدارس التي تديرها الوكالة واعتماد نظام الفترتين الدراسيتين فيها، وعبء العمل المفرط في العيادات التابعة للوكالة، وانخفاض المساعدة الغذائية الأساسية المقدمة إلى أفقر أسر اللاجئين، وفقدان الموظفين الميدانيين من ذوي الخبرة لأن الرواتب غير تنافسية.
