وإذ تلاحظ أن الخطة وإطار العمل الاستراتيجيين لفترة العشر سنوات يسلطان الضوء على الأهمية التي أوليت لوضع وتنفيذ طرق سليمة تستند إلى أسس علمية لرصد وتقييم التصحر، وعلى الجهود الجارية لتشجيع البحث العلمي وترسيخ الأساس العلمي الذي تستند إليه الأنشطة المضطلع بها بموجب الاتفاقية في مجال التصحر والجفاف،

Invites developed countries parties to the Convention and other Governments, multilateral organizations, the private sector and other relevant organizations to make resources available to affected developing countries for the implementation of the ten-year strategic plan and framework to enhance the implementation of the Convention;
7 - تدعو البلدان المتقدمة النمو الأطراف في الاتفاقية والحكومات الأخرى والمنظمات المتعددة الأطراف والقطاع الخاص والمنظمات المعنية الأخرى إلى إتاحة الموارد للبلدان النامية المتأثرة من أجل تنفيذ الخطة وإطار العمل الاستراتيجيين لفترة العشر سنوات لتعزيز تنفيذ الاتفاقية؛

8. Notes with appreciation the efforts of the Secretariat to continue its administrative renewal and reform and to streamline its functions in order to fully implement the recommendations of the Joint Inspection Unit and bring them into line with the ten-year strategic plan and framework to enhance the implementation of the Convention;
8 - تلاحظ مع التقدير جهود الأمانة العامة لمواصلة التجديد والإصلاح الإداريين بها وتبسيط مهامها من أجل التنفيذ الكامل لتوصيات وحدة التفتيش المشتركة وجعلها تتماشى مع الخطة وإطار العمل الاستراتيجيين لفترة العشر سنوات لتعزيز تنفيذ الاتفاقية؛

Notes the efforts of the Executive Secretary of the Convention to continue the administrative renewal and reform of the secretariat and realign its functions in order to fully implement the recommendations of the Joint Inspection Unit and bring them into line with the ten-year strategic plan and framework to enhance the implementation of the Convention;

Also welcomes the adoption by the Conference of the Parties to the Convention at its eighth session, in its decision 3/COP.8, of the ten-year strategic plan and framework to enhance the implementation of the Convention (2008-2018) and invites all parties, the secretariat of the Convention and other institutions and supporting bodies to cooperate and coordinate their activities for a successful implementation of the strategy;

Urges the international community, in particular developed countries, to provide financial and technical support to the secretariat and affected countries parties to strengthen national, regional and international efforts to fully implement the Convention, in accordance with decision 3/COP.8, containing the ten-year strategic plan and framework to enhance the implementation of the Convention;

Invites States parties to the Convention, observers and other relevant stakeholders to organize activities to observe the Decade with the aim of raising awareness of the causes of and solutions to ongoing land degradation and desertification in the framework of the ten-year strategic plan and framework to enhance implementation of the Convention (2008 - 2018);
3 - تدعو الدول الأطراف في الاتفاقية والمراقبين وغيرهم من أصحاب المصلحة المعنيين إلى تنظيم أنشطة للاحتفال بالعقد بهدف التوعية بالأسباب الكامنة وراء استمرار تدهور الأراضي والتصحر وإيجاد الحلول اللازمة لذلك في إطار الخطة وإطار العمل الاستراتيجيين لفترة العشر سنوات لتعزيز تنفيذ الاتفاقية (2008-2018)(5)؛
