12. These guidelines and points of understanding will come into effect on the day on which the Secretary-General reports to the Security Council pursuant to paragraph 5 of its resolution 1153 (1998).

After the signing in Paris of the peace agreement for Bosnia and Herzegovina, the Security Council had adopted its resolution 1031 (1995) in which it had decided to terminate the mandate of the United Nations Protection Force (UNPROFOR) on the date on which the Secretary-General reported to the Council that the transfer of authority from UNPROFOR to the Implementation Force (IFOR) had taken place.

14. The Security Council, by its resolution 1031 (1995) of 15 December 1995, inter alia, authorized Member States acting in cooperation with the North Atlantic Treaty Organization (NATO) to establish a multinational Implementation Force (IFOR) and decided to terminate the mandate of UNPROFOR on the date on which the Secretary-General reported to the Council that the transfer of authority from UNPROFOR to IFOR had taken place.
١٤- وقد أذن مجلس اﻷمن، في جملة أمور، في قراره ١٠٣١ )١٩٩٥( المؤرخ ١٥ كانون اﻷول/ديسمبر ١٩٩٥ للدول اﻷعضاء التي تعمل بالتعاون مع منظمة حلف شمال اﻷطلسي على إنشاء قوة تنفيذ متعددة الجنسيات، كما قرر إنهاء ولاية قوة اﻷمم المتحدة للحماية في الموعد الذي يقدم فيه اﻷمين العام إلى المجلس تقريرا يفيد بإتمام نقل السلطة من قوة اﻷمم المتحدة للحماية إلى قوة التنفيذ المتعددة الجنسيات.
