Mr. Al-Shara'stated that it had been Syria's acceptance of the United States initiative launched by the administration of President George Bush in 1991 that had made it possible for the Madrid peace conference to be convened in November that year.

Mr. Al-Shara'(Syrian Arab Republic) said that the Treaty was not an end in itself, but rather a step towards limiting the proliferation of nuclear weapons and towards their total eradication.

The authorities argue that flogging and amputation are sanctioned under Islamic law, are effective in deterring crime, and thus do not qualify as torture or cruel, inhuman or degrading treatment.
وتذهب السلطات إلى أن الجلد والقطع عقوبتان يقرّهما الشرع الإسلامي وهما وسيلتان فعالتان لردع الجريمة وهما، بهذه الصفة، لا تدخلان تحت مسمى التعذيب أو المعاملة القاسية أو اللاإنسانية أو المهينة.
