While the second paragraph of guideline 4.5.3 likewise follows the same logic as preceding guidelines, it does add something new by establishing the deterrent requirement for States and international organizations to state their reasons for considering a reservation to be invalid, thus enhancing the stability and transparency of the legal positions of States and international organizations in their treaty relations.
