Ensuring development of the school system is also elaborated in section 11 of the Schools Act by designating certain tasks for the founders of secondary vocational schools related to their responsibility for the training of young people for occupations, the duty to create positive conditions for developing students' abilities and initiative, and the tasks involved in dissolving, dividing or merging such schools.
