7. " Unaccompanied children " (also called unaccompanied minors) are children, as defined in article 1 of the Convention, who have been separated from both parents and other relatives and are not being cared for by an adult who, by law or custom, is responsible for doing so.

Family tracing activities have been initiated and in November 2005 a memorandum of understanding was signed between ICRC, UNHCR and UNICEF to facilitate information-sharing on unaccompanied minors and separated children in the 12 refugee camps of eastern Chad.

For persons in need of special protection, a special residence permit on humanitarian grounds exists: Persons aiming at penal and civil litigation in cases of human trafficking, victims of domestic violence or unaccompanied minors for reasons of the child's well-being may file an application for a residence permit for special protection, in which case less strict application requirements apply.
74- وبالنسبة للأشخاص الذين يحتاجون إلى حماية خاصة، ثمة تصريح إقامة خاص يُمنح لأسباب إنسانية: فالأشخاص الذين يرغبون في التقاضي الجنائي والمدني في حالات الاتِّجار بالبشر، أو ضحايا العنف المنزلي، أو القصَّر غير المصحوبين لأسباب متعلقة برفاه الطفل، يجوز لهم إيداع طلب للحصول على تصريح إقامة للاستفادة من حماية خاصة، وفي هذه الحالة تُطبَّق اشتراطات أقلّ صرامة في تقديم الطلب المشار إليه(70).

70. CoE-GRETA recommended that Sweden should address the problem of unaccompanied minors going missing, by providing suitable safe accommodation and adequately trained supervisors or foster parents, and ensure the timely identification of victims of trafficking among such children.
70- وأوصى فريق خبراء مجلس أوروبا المعني بالعمل على مكافحة الاتجار بالبشر السويد بوجوب التصدي لمشكلة القصَّر غير المصحوبين بذويهم الذين يدخلون في عداد المفقودين، عن طريق توفير أماكن إيواء آمنة ومناسبة ومشرفين مدربين تدريباً كافياً أو آباء وأمهات كافلين، وضمان التعرف في الوقت المناسب على ضحايا الاتجار بالبشر في أوساط هؤلاء الأطفال(164).
