وفي ٢٢ شباط/فبراير ١٩٩٤، وافق ما مجموعه ٢٧ بلدا والاتحاد اﻷوروبي، أي ما يمثل ٨٧ في المائة من الصادرات العالميــة مـن الكاكـاو و ٥٥ فـي المائـة مـن المستوردات العالمية منها، على دخول اتفاقية الكاكاو الدولية لعام ١٩٩٣ حيز النفاذ.
