While the Internet offers new and expanded opportunities to disseminate and access information and ideas of all kinds, it would be naive and dangerous to ignore its simultaneous use as a tool to monitor, identify, locate and target individuals who disseminate critical or sensitive information via the Internet.

Acknowledging that journalism is continuously evolving to include inputs from media institutions, private individuals and a range of organizations that seek, receive and impart information and ideas of all kinds, online as well as offline, in the exercise of freedom of opinion and expression, in accordance with article 19 of the International Covenant on Civil and Political Rights, thereby contributing to the shaping of public debate,

On that basis, the report expands upon the last report submitted to the Council by the Special Rapporteur on key trends and challenges to the right of all individuals to seek, receive and impart information and ideas of all kinds through the Internet (A/HRC/17/27).

78. In this regard, the Special Rapporteur reminds States of their obligations to respect, protect and fulfil the right of citizen journalists to seek, receive and impart information and ideas of all kinds without fearing for their security (see section III.B above).

In the preamble to resolution 68/163, the General Assembly captured this trend by acknowledging that journalism is continuously evolving to include inputs from media institutions, private individuals and a range of organizations that seek, receive and impart information and ideas of all kinds, online as well as offline, in the exercise of freedom of opinion and expression, thereby contributing to shape public debate.
وقد عبَّرت الجمعية العامة في ديباجة القرار 68/163 عن هذا الاتجاه إذ اعترفت بأن الصحافة تتطور باستمرار نحو الاشتمال على إسهامات من مؤسسات إعلامية وأفراد عاديين ومنظمات متنوعة تلتمس المعلومات والأفكار بجميع أنواعها وتتلقاها وتبثها عن طريق الإنترنت وغيرها من الوسائط، ممارسة منها لحرية الرأي والتعبير، ومسهمة بذلك في تشكيل ملامح النقاش العام.

35. The right to freedom of opinion and expression is guaranteed under article 19 of both the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights, which affirm that everyone has the right to hold opinions without interference and to seek, receive and impart information and ideas of all kinds through any media and regardless of frontiers.
35 - والحق في حرية الرأي والتعبير مكفول بموجب المادة 19 الواردة في كل من الإعلان العالمي لحقوق الإنسان والعهد الدولي الخاص بالحقوق المدنية والسياسية، التي تؤكد أن كل فرد له الحق في اعتناق آراء دونما تدخل، وفي التماس المعلومات والأفكار بجميع أنواعها وتلقيها ونقلها إلى الآخرين، بأية وسيلة ودونما اعتبار للحدود.

10. The Internet has become a vital communications medium which individuals can use to exercise their right to freedom of expression, or the right to seek, receive and impart information and ideas of all kinds, regardless of frontiers, as guaranteed under articles 19 of both the Universal Declaration of Human Rights and the International Covenant on Civil and Political Rights.
