Shortly after the first revised budget was approved by the General Assembly in December 2000, it became evident that the Force would not be expanded in accordance with the first stage of the Secretary-General's reconfiguration plan to return Force strength by 31 July 2001 to the level of about 4,500 prior to its augmentation in 2000, which was endorsed by the Security Council in its resolution 1337 (2001).
