The SBSTA will also be invited to provide further guidance to the secretariat for the preparation of the revised UNFCCC Annex I reporting guidelines.

The first workshop should address key issues relating to the revision of the UNFCCC Annex I reporting guidelines and the second should address the methodological issues related to reporting when using the 2006 IPCC Guidelines.

The revision of the UNFCCC Annex I reporting guidelines should cover, inter alia:

Synthesis of views expressed by Parties on the revision of the UNFCCC Annex I reporting guidelines
ثانياً - توليف للآراء التي أعربت عنها الأطراف بشأن تنقيح المبادئ التوجيهية للإبلاغ من قِبَل الأطراف المُدرجة في المرفق الأول

Parties have acknowledged that a process to revise the UNFCCC Annex I reporting guidelines must consider all aspects of the current reporting guidelines, and that this revision depends, in part, on relevant negotiated outcomes of the other processes under the Convention referred to in paragraph 8 above.
وأقرت الأطراف بأن عملية تنقيح المبادئ التوجيهية للإبلاغ من قِبَل الأطراف المُدرجة في المرفق الأول يجب أن تراعي جميع جوانب المبادئ التوجيهية الحالية للإبلاغ، وبأن هذا التنقيح يعتمد، في جزء منه، على النتائج المتفاوض عليها للعمليات الأخرى المنفذة في إطار الاتفاقية والمشار إليها في الفقرة 8 أعلاه.

The progress of the work programme should not be constrained by the absence of these negotiated outcomes, but rather the negotiated outcomes could be considered in the context of the work programme and incorporated into the revised UNFCCC Annex I reporting guidelines as such outcomes become available and before the guidelines are finalized by the SBSTA.

A number of overarching issues raised by Parties with respect to a revision of the UNFCCC Annex I reporting guidelines concern the ability to:

Further, some Parties expressed a view that the revised UNFCCC Annex I reporting guidelines should allow Parties to continue reporting emissions from agriculture and emissions and removals from the LULUCF sector separately.

Specific issues were raised concerning the need for the revised UNFCCC Annex I reporting guidelines to provide additional guidance on notation keys, reporting a value of zero, and the number of significant figures to be used in the reporting of emissions data in the reporting format tables.
20- وأُثيرت مسائل محددة تتعلق بضرورة أن تتضمن المبادئ التوجيهية المنقحة للإبلاغ من قِبل الأطراف المُدرجة في المرفق الأول إرشادات إضافية بشأن الرموز الاصطلاحية، والإبلاغ عن القيم الصفرية، وعدد الأرقام الهامة التي ستُستخدم في الإبلاغ عن بيانات الانبعاثات في جداول نموذج الإبلاغ.

Parties have expressed the view that the revised UNFCCC Annex I reporting guidelines must provide clarity on whether reporting emissions from a category is mandatory or non-mandatory.
25- وأعربت الأطراف عن رأي مفاده أن المبادئ التوجيهية المنقحة للإبلاغ من قِبل الأطراف المُدرجة في المرفق الأول ينبغي أن توضح ما إذا كان الإبلاغ عن الانبعاثات من فئة معينة إلزاميا أو غير إلزامي.

(b) Provide further guidance to the secretariat on the preparation of the revised UNFCCC Annex I reporting guidelines;

The SBSTA may wish to prepare elements for a decision by the COP at its sixteenth session on reporting issues, including an increase in coverage by the revised UNFCCC Annex I reporting guidelines in terms of sectors, categories and gases, as well as on further development of the reporting format tables.
7- وربما تود الهيئة الفرعية إعداد العناصر اللازمة كي يتخذ مؤتمر الأطراف قرارا في دورته السادسة عشرة بشأن مسائل الإبلاغ، بما في ذلك توسيع نطاق تغطية المبادئ التوجيهية المنقحة للإبلاغ من قِبَل الأطراف المُدرجة في المرفق الأول من حيث القطاعات والفئات والغازات، فضلا عن مواصلة تطوير جداول نموذج الإبلاغ.

One of the central issues concerning the revision of the UNFCCC Annex I reporting guidelines identified by Parties in their submissions is the need to promote consistency across each Party's different reporting commitments under the Convention and under the Kyoto Protocol.
