• Greece and Italy

In view of concerns regarding the independence of the judiciary in Greece and Italy, the Special Rapporteur has sought missions to those countries.

In Greece and Italy, gross debt is projected to reach 189.1 and 121.4 per cent of GDP, respectively.

The Council decided that Greece and Italy, which were resigning their seats on the Board, would be replaced, respectively, by Canada, for a term beginning on 1 May 2002 and expiring on 31 December 2002, and Ireland, for a term beginning on 1 January 2003 and expiring on 31 December 2003.

Things are little better in Albania, whose economy faces meltdown because it is reliant upon debt-ridden Greece and Italy. Indeed, 70% of Albania’s banks are Greek-owned, and more than a million Albanians work in Greece and Italy to earn money to send home.

The additional requirements were offset in part by savings in respect of freight and related costs owing to the shipment of United Nations-owned equipment directly to other missions, the cost of which is borne by the receiving missions, rather than through the United Nations Logistics Base, and the economical utilization of the Mission's truck fleet for inland transportation between Kosovo and seaports in Greece and Italy.
وقابلت الاحتياجاتِ الإضافية جزئيا وفوراتٌ في الشحن والتكاليف المرتبطة به نظراً إلى شحن المعدات المملوكة للأمم المتحدة إلى البعثات الأخرى مباشرة، الذي تتحمل البعثاتُ المتلقية تكاليفَه، عوض شحنها عن طريق قاعدة الأمم المتحدة للوجستيات، وإلى الاقتصاد في استخدام أسطول البعثة من الشاحنات للنقل البري الداخلي بين كوسوفو والموانئ في اليونان وإيطاليا.

The introduction of the euro, with its implication of a low common rate of inflation, caused sharp declines in interest rates in Greece and several other countries that had previously had high rates. Those countries succumbed to the resulting temptation to increase government borrowing, driving the ratio of government debt to GDP to more than 100% in Greece and Italy.
وكان إنشاء عملة اليورو، وما ترتب على ذلك من انخفاض المعدل المشترك للتضخم، سبباً في انخفاض حاد في أسعار الفائدة في اليونان والعديد غيرها من البلدان التي كانت تتمتع في وقت سابق بأسعار فائدة مرتفعة. ونتيجة لذلك، استسلمت هذه البلدان لإغراءات زيادة الاقتراض الحكومي، الأمر الذي دفع نسبة الديون الحكومية إلى الناتج المحلي الإجمالي إلى الارتفاع حتى تجاوزت 100% في اليونان وإيطاليا.

But even institutionalized monetary austerity has not stopped national public-debt levels from reaching 50-100% of GDP in Europe (higher in countries Greece and Italy) and surpassing 100% in the US. Clearly, the official response to the 2008 crisis was perverse and detrimental at all levels.
