In addition, as these activities are of an unforeseen and extraordinary nature related to the maintenance of peace and security, they should be dealt with outside the procedures related to the contingency fund, as provided for in annex I, paragraph 11, of General Assembly resolution 41/213 of 19 December 1986.

In his report on the financing of UNOMSA submitted to the General Assembly at its forty-eighth session (A/C.5/48/28), the Secretary-General proposed funding in 1994 through an appropriation under section 4 of the proposed programme budget for the biennium 1994-1995, again outside the procedures related to the contingency fund.
٣٠ - وفي التقرير المقدم من اﻷمين العام إلى الجمعية العامة في دورتها الثامنة واﻷربعين بشأن تمويل البعثة )A/C.5/48/28(، اقترح اﻷمين العام أن يتم التمويل في عام ١٩٩٤ عن طريق رصد اعتماد في إطار الباب ٤ من الميزانية البرنامجية المقترحة لفترة السنتين ١٩٩٤-١٩٩٥، على أن يكون ذلك أيضا خارج نطاق اﻹجراءات المتصلة بصندوق الطوارئ.
