78 - يؤكد المؤتمر أن أحكام المادة الخامسة من المعاهدة من حيث صلتها بالتطبيقات السلمية لأي تفجيرات نووية ينبغي أن تفسر في ضوء معاهدة الحظر الشامل للتجارب النووية().

2. In order to ensure that outer space was used for peaceful purposes, taking into account, in particular, the needs of the developing countries, the recommendations of the Third United Nations Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE III) must be implemented, and international space law, including treaties relating to the practical peaceful applications of space science and technology, should be further developed.

Reiterating that evaluation, I wish to express the Hungarian Government's appreciation of the skilful and fully committed work carried out by the Agency's staff in order to promote the peaceful application of nuclear energy worldwide, enhance the safety of the nuclear facilities in operation, and provide verifiable assurances for the community of nations about the non-diversion of nuclear material for non-peaceful purposes.
وإذ أكـــرر التأكيد على ذلك التقييم، أود أن أعرب عن تقدير حكومة هنغاريا للعمل المتسم بالمهارة والالتزام التام، الذي يضطلع به موظفو الوكالة من أجل النهوض بالتطبيقات السلمية للطاقة النووية في كل أنحاء العالم، وتعزيز سلامة تشغيل المنشآت النووية، وتوفير ضمانات يمكن التحقق منها لمجتمع اﻷمم بعدم تحويل المواد النووية الى اﻷغراض غير السلمية.

The Conference acknowledges the primary responsibility of individual States for the safety of nuclear installations within their territories, or under their jurisdiction, and the crucial importance of an adequate national technical, human and regulatory infrastructure in nuclear safety, radiological protection and waste management for the peaceful application of nuclear energy.
ويقر بالمسؤولية المبدئية لفرادى الدول في كفالة سلامة المنشآت النووية الموجودة في أراضيها، أو الخاضعة لولايتها، والأهمية الحاسمة لوجود البنية الأساسية الواقية تقنيا وبشريا وتنظيميا على الصعيد الوطني في مجال السلامة النووية والحماية من الاشعاعات وإدارة النفايات فيما يتصل بالتطبيقات السلمية للطاقة النووية.
