٤ - تعترف الدول اﻷطراف التي لا تشترط وجود معاهدة لتسليم المجرمين ، بالجرائم التي تطبق عليها هذه المادة باعتبارها جرائم يجوز تسليم مرتكبيها فيما بينها ]رهنا بالشروط التي ينص عليها قانون الدولة متلقية الطلب[ .اقترح ادماج مضمون هذه الفقرة مع مادة أكثر عمومية بشأن علاقة هذه الاتفاقية بالمعاهدات اﻷخرى الثنائية أو المتعددة اﻷطراف .
