In 1978 the Council created the Sessional Working Group of Governmental Experts on the implementation of the Covenant.
وفي عام 1978، أنشأ المجلس فريق الخبراء الحكوميين العامل الخاص بالدورة المعني بتنفيذ العهد.

It would be interesting to know whether that had already happened, particularly on issues relating to implementation of the Covenant.

It invites the State party to include information concerning case law on the application of the Covenant in its second periodic report.
وتدعو الدولة الطرف إلى إدراج معلومات بشأن السوابق القضائية المتعلقة بتنفيذ العهد في تقريرها الدوري الثاني.

The delegation might regret the lack of a reservation to the Covenant in that regard but the fact remained that in the absence of a reservation, even assuming that such a reservation would be compatible with the Covenant, the State party had an obligation to fully implement the Covenant.
وقالت إن الوفد قد يأسف لعدم إبداء تحفّظ على العهد في هذا الشأن ولكن نظراً لعدم وجود أي تحفظٍ، وبافتراض أن التحفظ سيتوافق مع العهد، فحقيقة الأمر هي أن الدولة الطرف مُلزمة بتنفيذ العهد تنفيذاً كاملاً.

She wished to emphasize that the reporting State was bound to give effect to the Covenant and to take action where deficiencies in federal and state law and practice had been identified.
