106. Subregional conventions and protocols have been adopted, many of which are being implemented. With respect to transport facilitation in Africa, a multitude of international and bilateral agreements and protocols aimed at simplifying and harmonizing trade and transport between States have been signed.

In other words, the capacity to use ICTs can generate headway in the implementation of transport and trade facilitation initiatives, further indicating that the general development gap between developed and developing countries also determines the gap between the needs and capacities to implement trade and transport facilitation measures.

(d) Promoting the development, expansion, formalization and operational efficiency of intraregional and interregional transport networks, including the Asian Highway and Trans-Asian Railway routes/networks, and improving transport facilitation, border-crossing and transit measures for efficient international land and land-cum-sea transport;
