Mr. Berrah (Algeria) said that two fundamental questions were raised by the agenda item: how globalization could be made a factor for development and integration rather than a factor for excluding changing economies, and how to make international migration a genuine instrument of development for the countries of origin and thereby contribute to the achievement of the Millennium Development Goals.

Mr. Berrah (Algeria) (spoke in French): First of all, I would like to thank Secretary-General Kofi Annan for the high quality of the reports that he has presented on follow-up progress in implementing the recommendations on the causes of conflict and the promotion of durable peace and development in Africa and on the implementation and international support of the New Partnership for Africa's Development (NEPAD).
