1. The present report responds to General Assembly resolution 58/132, in which the Assembly took note of the report of the Secretary-General on the implementation of the World Programme of Action concerning Disabled Persons.
1 - يقدم هذا التقرير استجابة لقرار الجمعية العامة 58/132 الذي أحاطت فيه الجمعية علما بتقرير الأمين العام عن تنفيذ برنامج العمل العالمي بشأن الأشخاص المعوقين.

The present report provides information on the activities of Governments and the United Nations system as well as organizations of persons with disabilities within the scope of resolution 58/132 as part of continuing efforts to implement the World Programme of Action concerning Disabled Persons.
يقدم هذا التقرير معلومات عن أنشطة الحكومات ومنظومة الأمم المتحدة وكذلك عن مشاركة منظمات المعوقين في إطار قرار الجمعية العامة 58/132 المؤرخ 22 كانون الأول/ديسمبر 2003 كجزء من الجهود المستمرة لتنفيذ برنامج العمل العالمي بشأن الأشخاص المعوقين.

4. The World Programme of Action concerning Disabled Persons, adopted in December 1982, provided the international community with a comprehensive policy framework to enhance disability prevention, rehabilitation and the realization of the goals of full participation of persons with disabilities in social life and national development, and of equality.
4 - وقد هيأ برنامج العمل العالمي بشأن الأشخاص المعوقين الذي اعتمد في كانون الأول/ديسمبر 1982 إطار سياسة شاملة للمجتمع الدولي لتحسين الوقاية من الإعاقة وتحسين التأهيل وتحقيق الأهداف المتمثلة في مشاركة المعوقين مشاركة كاملة في الحياة الاجتماعية والتنمية الوطنية وتمتعهم بالمساواة.

22. The World Programme of Action concerning Disabled Persons provides the basis for a disability perspective on development, which focuses on persons with disabilities as agents and beneficiaries of development in the society in which they live.
22 - يوفر برنامج العمل العالمي بشأن الأشخاص المعوقين الأساس لإدخال حالات الإعاقة في منظور التنمية، مما يعني التركيز على المعوقين باعتبارهم من عوامل التنمية والمستفيدين منها في المجتمع الذي يعيشون فيه.

VI. Recommendations 32. Whereas the World Programme of Action concerning Disabled Persons calls for across-the-board mainstreaming of a disability perspective in the development agenda, the United Nations international and national development frameworks contain no reference to the equalization of opportunities for persons with disabilities.
