35. Some delegations reiterated their position that the Special Committee needed to have the views of the Secretary-General prior to proceeding with a more substantive discussion on assistance to third States affected by sanctions.

7. In the view of the United Nations Development Programme (UNDP) the report of the ad hoc expert group meeting on assistance to third States affected by the application of sanctions explains in a succinct and well-argued manner both direct and indirect consequences incurred by those countries as a result of preventive or enforcement measures.

Mr. Guan Jian (China) thanked the Secretary-General for his reports on assistance to third States affected by the application of sanctions and on the Repertory of Practice of United Nations Organs and the Repertoire of the Practice of the Security Council, and for the measures taken to update both publications.
35 - السيد غوان (جمهورية الصين الشعبية): أعرب عن امتنانه للأمين العام من أجل التقارير المعدة بشأن تقديم المساعدة إلى الدول الثالثة المتضررة من الجزاءات وبشأن مرجع ممارسات هيئات الأمم المتحدة ومرجع ممارسات مجلس الأمن، وشكره على التدابير المتخذة لخفض التأخيرات المتراكمة فيما يتعلق بالمرجعين.

25. By a note dated 3 May 2000 on assistance to third States affected by the application of sanctions (E/2000/45), the Secretary-General drew the attention of the members of the Economic and Social Council to General Assembly resolution 54/107, in particular to paragraph 7 thereof (see para. 1 (g) above).
