Recalling that in its resolution 48/134 of 20 December 1993 the Assembly welcomed the principles relating to the status of national institutions for the promotion and protection of human rights, annexed to that resolution,
وإذ تشير إلى أن الجمعية العامة في قرارها ٤٨/١٣٤ المؤرخ ٢٠ كانون اﻷول/ ديسمبر ١٩٩٣ قد رحبت بالمبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان، بصيغتها الواردة في مرفق ذلك القرار،

4. When establishing national preventive mechanisms, States Parties shall give due consideration to the Principles relating to the status of national institutions for the promotion and protection of human rights.
4 - تولي الدول الأطراف، عند إنشاء الآليات الوقائية الوطنية، الاعتبار الواجب للمبادئ المتصلة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان.

Recalling that, in its resolution 48/134 of 20 December 1993, the Assembly welcomed the principles relating to the status of national institutions for the promotion and protection of human rights, annexed to that resolution,
وإذ تشير إلى أن قرارها ٤٨/١٣٤ المؤرخ ٢٠ كانون اﻷول/ ديسمبر ١٩٩٣ رحب بالمبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان، بصيغتها الواردة في مرفق ذلك القرار،

Recalling that, in General Assembly resolution 48/134, the Assembly welcomed the Principles relating to the status of national institutions for the promotion and protection of human rights, annexed to that resolution,
وإذ تشير إلى أن الجمعية العامة قد رحبت في قرارها ٨٤/٤٣١ بالمبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان والمرفقة بذلك القرار،

4. Emphasizes in this regard the need to disseminate the Principles relating to the status of national institutions for the promotion and protection of human rights, annexed to General Assembly resolution 48/134, as widely as possible, and calls upon the Secretary-General to undertake this task;
٤- تشدد في هذا الخصوص على ضرورة نشر المبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان على أوسع نطاق ممكن، وتدعو اﻷمين العام إلى الاضطلاع بهذه المهمة؛

17. Encourages Governments and national institutions to take account, in their policy and practice in this area, of the provisions contained in the Principles relating to the status of national institutions for the promotion and protection of human rights;
٧١- تشجع الحكومات والمؤسسات الوطنية على أن تأخذ في الاعتبار، في سياساتها وممارساتها في هذا المجال، اﻷحكام الواردة في المبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق اﻹنسان؛

Recalling the principles relating to the status of national institutions for the promotion and protection of human rights ( " the Paris Principles " ),
وإذ تشير إلى المبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز حقوق الإنسان وحمايتها ( " مبادئ باريس " )(

In this respect, attention should be paid to article 18, paragraph 4, of the Optional Protocol which calls upon States parties to give due consideration to the Paris Principles relating to the status of national institutions for the promotion and Protection of Human Rights and to the importance of a public, inclusive and transparent process in the appointment of its members.
وينبغي إيلاء اهتمام في هذا الصدد للفقرة 4 من المادة 18 من البروتوكول الاختياري التي تدعو الدول الأعضاء إلى النظر كما ينبغي في مبادئ باريس المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان وفي أهمية اتباع عملية علنية وشاملة وشفافة بشأن تعيين أعضاء اللجنة.

Recalling the principles relating to the status of national institutions for the promotion and protection of human rights, welcomed by the General Assembly in its resolution 48/134 of 20 December 1993 and annexed thereto,
وإذ تذكر بالمبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز حقوق الإنسان وحمايتها، التي رحبت بها الجمعية العامة في قرارها 48/134 المؤرخ 20 كانون الأول/ديسمبر 1993 والمرفقة بذلك القرار،

The Committee notes with concern that the National Institution for the Protection of Human Rights has yet to comply with the Paris Principles relating to the status of national institutions for the promotion and protection of human rights.
9- تلاحظ اللجنة مع القلق أنه يتعين أيضاً على المؤسسة الوطنية لحماية حقوق الإنسان الامتثال لمبادئ باريس المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان.

Recalling the principles relating to the status of national institutions for the promotion and protection of human rights welcomed by the General Assembly in its resolution 48/134 of 20 December 1993 and annexed thereto,
وإذ تذكر بالمبادئ المتعلقة بمركز المؤسسات الوطنية لتعزيز حقوق الإنسان وحمايتها، التي رحبت بها الجمعية العامة في قرارها 48/134 المؤرخ 20 كانون الأول/ديسمبر 1993 والمرفقة بذلك القرار،

The Committee recommends that the State party establish an independent national human rights institution with a mandate that also covers economic, social and cultural rights, and is in compliance with the Paris Principles relating to the status of national institutions for the promotion and Protection of Human Rights.
توصي اللجنة الدولة الطرف بأن تُنشئ مؤسسة وطنية مستقلة لحقوق الإنسان تُسند إليها ولاية تشمل أيضاً الحقوق الاقتصادية والاجتماعية والثقافية وتمتثل لمبادئ باريس المتعلقة بمركز المؤسسات الوطنية لتعزيز وحماية حقوق الإنسان.
