4- وينبغي أن تتوخّى الدولة المشترعة توفير المعلومات ذات الصلة على نحو مركزي وفي مكان يصل إليه الجميع ( " الجريدة الرسمية " أو ما يقابلها) وأن تضع قواعد تحدّد علاقة تلك الواسطة المركزية الوحيدة بوسائط إعلام أخرى يمكن أن تُنشر فيها مثل هذه المعلومات.
