1. Various international organizations have produced technical guidance that may be directly or indirectly relevant to the efforts of individual States Parties to prepare for, and respond to, the use of a biological or toxin weapon.

20. Recognising that developing effective measures for the provision of assistance and coordination with relevant international organizations to respond to the use of a biological or toxin weapon is a complex task, States Parties noted the following challenges:
20- وإذ تقر الدول الأطراف بأن وضع تدابير فعالة لتوفير المساعدة والتنسيق مع المنظمات المختصة بغية التصدي لاستخدام سلاح بيولوجي أو تكسيني يشكل مهمة معقدة، فإنها أشارت إلى التحديات التالية:

(k) A forensic capability to provide evidence in the event of a prosecution involving the alleged use of a biological or toxin weapon.
(ك) توافر القدرات اللازمة في مجال الطب الشرعي لتقديم الأدلة في حال إجراء محاكمة تتعلق بالاستخدام المزعوم لسلاح بيولوجي أو تكسيني.

Depending on the nature of the alleged use of a biological or toxin weapon and depending on the security environment in which the incident might occur, the assistance a state might provide to a requesting state could take on various forms and be relevant to various tasks, including assisting immediately with:
بحسب طبيعة ادعاء استخدام سلاح بيولوجي أو تكسني وبحسب البيئة الأمنية التي يمكن أن يقع فيها الحادث، يمكن أن تتخذ المساعدة التي قد تقدمها دولة إلى دولة طالبة أشكالاً متنوعة وأن تكون مفيدة لوظائف شتى منها المساعدة على الفور في المجالات التالية:

(d) recognised " that capabilities to detect, quickly and effectively respond to, and recover from, the alleged use of a biological or toxin weapon need to be in place before they are required " . [VII.VII.40]

39. Recognising that developing effective measures for the provision of assistance and coordination with relevant international organizations to respond to the use of a biological or toxin weapon is a complex task, States Parties noted the following challenges:
39- وإذ تقر الدول الأطراف بأن وضع تدابير فعالة لتوفير المساعدة والتنسيق مع المنظمات المختصة بغية التصدي لاستخدام سلاح بيولوجي أو تكسيني يشكل مهمة معقدة، فإنها أشارت إلى التحديات التالية:

37. The Conference recognizes that there are challenges to developing effective measures for the provision of assistance and coordination with relevant international organizations to respond to the use of a biological or toxin weapon.
37- يدرك المؤتمر أن ثمة تحديات تواجه وضع تدابير فعالة لتقديم المساعدة والتنسيق مع المنظمات الدولية ذات الصلة بغية التصدي لاستخدام سلاح بيولوجي أو تكسيني.

The Conference notes that there are differences among States Parties in terms of their level of development, national capabilities and resources, and that these differences affect national and international capacity to respond effectively to an alleged use of a biological or toxin weapon.
ويلاحظ المؤتمر أن ثمة تفاوتات قائمة فيما بين الدول الأطراف من حيث مستوى نموها وقدراتها ومواردها الوطنية، وأن هذه التفاوتات تؤثر في القدرة الوطنية والدولية على التصدي الفعال لاستخدام مزعوم لسلاح بيولوجي أو تكسيني.

In the case of the non-proliferation of biological weapons, Act No. 72-467 prohibiting the development, production, possession, stockpiling, acquisition and transfer of biological or toxin-based weapons prohibits the foregoing activities in connection with biological weapons or agents which might be used in their manufacture.

(c) Moving to combat child malnutrition, including the promotion of breastfeeding, and pursuing a strategy of food security for the entire population, with guaranteed access for groups at high biological or social risk;
(ج) اتخاذ إجراءات لمكافحة سوء تغذية الأطفال، بما في ذلك الرضاعة الطبيعية واتباع استراتيجية أمن غذائي لكافة السكان، مع تأمين ذلك لفائدة الفئات التي تتعرض إلى خطر بيولوجي أو اجتماعي شديد؛

33. Recognizing the possibility that, following danger to a State Party resulting from the development, production, stockpiling or use of a biological or toxin weapon, national means and resources could be overwhelmed and that assistance may be required, States Parties agreed on the value of such assistance covering, as necessary:
33- وإقراراً بإمكانية أن تصبح الوسائل والموارد في دولة طرف تتعرض لخطر ناجم عن استحداث أو إنتاج أو تخزين أو استعمال سلاح بيولوجي أو تكسيني غير كافية لمواجهة الوضع وأن تطلب الدولة مساعدة في هذا المجال، اتفقت الدول الأطراف على أهمية أن تشمل مثل هذه المساعدة، عند الضرورة، ما يلي:

(e) Effective coordination and cooperation with relevant international mechanisms, such as the UN Secretary-General's Mechanism that could be investigating the alleged use of a biological or toxin weapon;

14. At the 2010 Meeting of States Parties, it was recognized that " developing effective measures for the provision of assistance and coordination with relevant international organizations to respond to the use of a biological or toxin weapon is a complex task " , and that the following challenges existed:
14- أقرّت الدول الأطراف في اجتماعها عام 2010، بأن " وضع تدابير فعالة لتوفير المساعدة والتنسيق مع المنظمات المختصة بغية التصدي لاستخدام سلاح بيولوجي أو تكسيني يشكل مهمة معقدة " ، وبأنها تواجه التحديات التالية:

In 2010, States Parties noted " that there are differences among States Parties in terms of their level of development, national capabilities and resources, and that these differences affect national and international capacity to respond effectively to an alleged use of a biological or toxin weapon " .
