وأهابت الجمعية العامة، في قرارها 63/184، بجميع الدول أن تتخذ، عند الاقتضاء، تدابير أخرى بدلا من الاحتجاز.

(d) Also notes with appreciation the successful implementation by some States of alternative measures to detention in cases of undocumented migration as a practice that deserves consideration by all States;
(د) تلاحظ مع التقدير أيضا ما أحرزته بعض الدول من نجاح في تنفيذ تدابير أخرى بدلا من الاحتجاز في حالات الهجرة دون حيازة الوثائق اللازمة باعتبارها ممارسة جديرة بأن تنظر فيها الدول كافة؛

(أ) تهيب بجميع الدول أن تحترم حقوق الإنسان للمهاجرين وكرامتهم الأصيلة وأن تضع حدا للتعسف في الاعتقال والاحتجاز، وأن تعيد النظر، عند الضرورة، في فترات الاحتجاز تفاديا لاحتجاز المهاجرين غير القانونيين لفترات طويلة للغاية، وأن تتخذ، عند الاقتضاء، تدابير أخرى بدلا من الاحتجاز؛
