EC regulation 1608/93 stipulates that article 1 shall apply notwithstanding any rights or applications conferred or imposed by any international agreement or any contract into or any licence or permit granted before 23 June 1993 (article 4).

35. Vessels flying the flag of a State not cooperating with a competent regional fisheries organization or arrangement should not fish contrary to the terms of the conservation and management regime established by that organization or arrangement and a non-party should not issue a licence or permit to its vessels allowing fishing within the regulatory area.
٣٥ - على السفن التي ترفع علم دولة غير متعاونة مع منظمة إقليمية مختصة أو ترتيب إقليمي مختص لمصائد اﻷسماك ألا تقوم بالصيد بما يتعارض مع أحكام نظام حفظ مصائد اﻷسماك وإدارتها الذي وضع من جانب تلك المنظمة أو ذلك الترتيب. ولا ينبغي لغير اﻷطراف إصدار ترخيص أو تصريح لسفنها للصيد داخل المنطقة الخاضعة للنظام.

103. Australia, Canada, the European Community, Japan, Mauritius, Namibia, New Zealand, Norway, Portugal, the United States and Uruguay have requirements for fishing vessels to obtain an authorization, licence or permit before engaging in high-seas fishing, which they consider as a measure to address destructive fishing practices (paras. 269-273).
103 - وفي كل من أستراليا وأوروغواي والبرتغال والجماعة الأوروبية وكندا وموريشيوس وناميبيا والنرويج ونيوزيلندا والولايات المتحدة واليابان، يتعين على سفن الصيد الحصول على إذن أو ترخيص أو تصريح قبل ممارسة صيد الأسماك في أعالي البحار، وهو ما تعتبره هذه الدول تدبيرا للتصدي لممارسات الصيد المدمرة (الفقرات 269-273).

127. Persons in prostitution should never be penalized - either directly for prostitution or indirectly for engaging in a commercial activity without a visa or permit. Noncriminalization ensures that women and children who are forced into prostitution have access to the authorities without fear of sanctions.
127- لا ينبغي مطلقاً معاقبة الأشخاص المتورطين في ممارسة البغاء - سواء كان ذلك بطريقة مباشرة بسبب ممارسة البغاء أو بصورة غير مباشرة بسبب ممارسة نشاط تجاري بدون ترخيص أو تصريح - ويكفل عدم التجريم اتصال النساء والأطفال الذين أكرهوا على البغاء بالسلطات دون خوف من التعرض للعقاب.
