In adopting the memorandum, the Yugoslav Government stated that the memorandum noted that the security and overall situation in Kosovo and Metohija, the autonomous province of the Yugoslav constituent Republic of Serbia, after the deployment of the international security and civil presences, was characterized by mass terror against Serbs and other non-Albanians.

I am writing to provide additional information about the terrorist attack of the so-called Kosovo Liberation Army (KLA) on the members of the Ministry of the Interior of the Yugoslav constituent Republic of Serbia about which I advised you in my letter addressed to you on 22 November 1999 (S/1999/1193) and to inform you of a subsequent attack against which I lodge the strongest protest.

As can be seen from the enclosed document (see annex), the citizenship of the residents of Kosovo and Metohija is determined as that of Kosovo ( " e Kosoves " in the enclosed birth certificate), although Kosovo and Metohija is an autonomous province of the Yugoslav constituent Republic of Serbia and not an internationally recognized State.
وكما يتبين من الوثيقة المرفقة )انظر المرفق(، فإن شهادات المواطنة التي أصدرت لمقيمين في كوسوفو وميتوهيا، صنفت على أنها شهادات من كوسوفو ) " من أبناء كوسوفو " كما يتجلى من شهادة الميلاد المرفقة(، رغم أن كوسوفو وميتوهيا تشكلان مقاطعة تتمتع بالحكم الذاتي تابعة لجمهورية صربيا التي تشكل جزءا من يوغوسلافيا وليست دولة معترفا بها دوليا.
