In the absence of such agreements or arrangements between the States Parties concerned, the Parties may consider this Convention as the basis for mutual law enforcement cooperation in respect of the offences covered by this Convention.
واذا لم تكن هناك بين الدول الأطراف المعنية اتفاقات أو ترتيبات من هذا القبيل، جاز للأطراف أن تعتبر هذه الاتفاقية هي الأساس للتعاون في مجال انفاذ القوانين فيما يتعلق بالجرائم المشمولة بهذه الاتفاقية.

2. If a Contracting State which makes extradition conditional on the existence of a treaty receives a request for extradition from another Contracting State with which it has no extradition treaty, it shall consider the present Convention as the legal basis for extradition in respect of the offences mentioned in article 1 of this Convention.
٢ - إذا تلقت دولة من الدول المتعاقدة التي تشترط وجود معاهدة لتسليم المجرمين طلب تسليم من دولة أخرى من الدول المتعاقدة لا تربطها بها معاهدة لتسليم المجرمين، فعليها أن تعتبر هذه الاتفاقية اﻷساس القانوني للتسليم فيما يتصل بالجرائم المذكورة في المادة ١ من هذه الاتفاقية.

(b) If it does not take this Convention as the legal basis for cooperation on extradition, seek, where appropriate, to conclude treaties on extradition with other States Parties to this Convention in order to implement this article.
(ب) أن تسعى، حيثما اقتضى الأمر، إلى إبرام معاهدات تسليم مع سائر الدول الأطراف في هذه الاتفاقية بغية تنفيذ هذه المادة، إذا كانت لا تعتبر هذه الاتفاقية هي الأساس القانوني للتعاون بشأن التسليم.

Pursuant to article 16, paragraph 4, of the Organized Crime Convention, States parties that make extradition conditional on the existence of a treaty (usually States with a common-law tradition) may consider the Convention the legal basis for extradition in their relations with other States parties.
وعملاً بالفقرة 4 من المادة 16 من اتفاقية الجريمة المنظمة، يجوز للدول الأطراف التي تجعل تسليم المجرمين مشروطاً بوجود معاهدة (وهي عادة الدول التي درجت تقليدياً على العمل بالقانون العام) أن تعتبر هذه الاتفاقية الأساس القانوني للتسليم في علاقاتها مع الدول الأطراف الأخرى.

٣- إذا تلقت دولة طرف تشترط وجود معاهدة لتسليم المجرمين طلب تسليم من دولة طرف أخرى لا تربطها بها معاهدة لتسليم المجرمين فعليها أن تعتبر هذه الاتفاقية اﻷساس القانوني للتسليم فيما يتصل بالجرائم المذكورة في المادة )المواد( ـــــ من هذه الاتفاقية.
