While recognizing the right of Israel to protect its citizens from violence, it reiterates that no exceptional circumstances may be invoked as justification of torture (art. 2, para. 2, of the Convention).
وعل حين تسلم بحق إسرائيل في حماية مواطنيها من العنف، فإنها تعيد تأكيد أنه لا يمكن التذرع بأي ظروف استثنائية لتبرير التعذيب (الفقرة 2 من المادة 2 من الاتفاقية).
