2. The Conference recalls that the overwhelming majority of States entered into legally binding commitments not to receive, manufacture or otherwise acquire nuclear weapons or other nuclear explosive devices and that these undertakings have been made primarily in the context of the corresponding legally binding commitments by the nuclear-weapon States to nuclear disarmament.
2 - ويشير المؤتمر إلى أن الغالبية العظمى من الدول دخلت في التزامــــات قانونيــــة بــأن لا تتلقى أسلحة نووية أو أجهزة تفجيرية نووية أخرى أو تصنعها أو تقتنيها بأي شكل آخر، وأن هذه التعهدات أعطيت في الأساس في سياق التزام قانوني مماثل من جانب الدول الحائزة للأسلحة النووية بنزع السلاح النووي.

It affirms the importance of ensuring that nuclear material supplies delivered to them for peaceful purposes will not be used for nuclear weapons or other nuclear explosive devices. The Conference believes that such nuclear material supplies for peaceful purposes should be subject to relevant safeguards agreements concluded between the nuclear-weapon States and IAEA.
وهو يؤكد أهمية ضمان أن تلك الامدادات من المواد النووية المقدمة إلى هذه الدول لﻷغراض السلمية لن تستخدم في صنع أسلحة نووية أو أجهزة تفجيرية نووية أخرى، ويرى المؤتمر ضرورة إخضاع هذه الامدادات من المواد النووية الخاصة باﻷغراض السلمية لاتفاقات الضمانات ذات الصلة المبرمة بين الدول الحائزة لﻷسلحة النووية والوكالة الدولية للطاقة الذرية.
