24. In accordance with article 6, paragraph 2, of the Covenant on Civil and Political Rights, in States that have not abolished the death penalty, it may only be imposed for the " most serious crimes " (A/63/293, para. 32; and for discussion on " most serious crimes " ), that is, intentional crimes with lethal or other extremely grave consequences.
