2. Urges all States to take all necessary measures and to institute legal reforms to ensure the full and equal enjoyment by the girl child of all human rights and fundamental freedoms and to take effective action against violations of those rights and freedoms;
٢ - تحث جميع الدول على اتخاذ جميع التدابير الضرورية وإجراء اﻹصلاحات القانونية لضمان تمتع الطفلة بجميع حقوق اﻹنسان والحريات اﻷساسية تمتعا كاملا ومتساويا واتخاذ إجراءات فعالة ضد انتهاكات هذه الحقوق والحريات؛

1. Urges all States to take all necessary measures and to institute legal reforms to ensure the full and equal enjoyment by the girl child of all human rights and fundamental freedoms, and to take effective action against violations of those rights and freedoms;
١ - تحث جميع الدول على اتخاذ جميع التدابير الضرورية وإجراء اﻹصلاحات القانونية لضمان تمتع الطفلة بجميع حقوق اﻹنسان والحريات اﻷساسية تمتعا كاملا ومتساويا واتخاذ إجراءات فعالة ضد انتهاكات هذه الحقوق والحريات؛

21 - وسوف نتخذ جميع التدابير لضمان تمتع الأطفال المعوقين والأطفال ذوي الاحتياجات الخاصة تمتعا كاملا ومتساويا بجميع حقوق الإنسان والحريات الأساسية، بما في ذلك حصولهم على الخدمات الصحية والتعليمية والترفيهية، ولضمان صون كرامتهم، ولتشجيعهم على الاعتماد على النفس، ولتسهيل مشاركتهم النشطة في المجتمع.

The Plan of Action addresses the situation of children with disabilities as this relates to their full and equal enjoyment of human rights and fundamental freedoms (para. 21), promoting healthy lives (para. 37, item 17) and quality education (para. 40, item 4).
