٣١- ويرد في المادة ١٤ من الدستور، المعدلـة بالقانون رقم ٥٨٥١ المؤرخ في ٢١ آب/أغسطس ٤٩٩١ ما يلي: " عبارة المواطنين تشمل كافة البوليفيين من ذكور وإناث الذين تزيد أعمارهم على ثماني عشرة سنة بغض النظر عن مستواهم التعليمي وعن مهنهم أو دخلهم " .
