The State party should ensure that, in all cases where it has been found liable for acts of Torture and Other Cruel, inhuman and degrading treatment, it fulfils its obligation to provide adequate compensation to the victims.

The Committee likewise recommends that all necessary steps should be taken to guarantee that investigations of cases of Torture and Other Cruel, inhuman or degrading treatment or punishment are carried out thoroughly, promptly and impartially, that the perpetrators are prosecuted and punished and that measures are adopted to provide redress and rehabilitation for the victims, in accordance with the provisions of the Convention.

The regular occurrence of Torture and Other Cruel, inhuman or degrading treatment or punishment over the last decade has been well documented in places of detention, but as far as the Special Representative is aware, only one person has been convicted and imprisoned as a consequence of such acts since 1993.
