8- تناشد الدولَ الأعضاء والمنظمات الدولية ذات الصلة أن تولي الاهتمام الكافي، على نحو متوازن ومتكامل، لتدابير خفض العرض والطلب على السواء في المساعدة التي تقدّمها إلى دول غرب أفريقيا، وأن توليه بوجه خاص لخدمات العلاج وإعادة التأهيل في الجانب المتعلق بخفض الطلب؛

1. Recognizes that addressing the world drug problem demands an integrated, multidisciplinary, mutually reinforcing and balanced approach to supply and demand reduction strategies, including with respect to their effective implementation, based on the principle of common and shared responsibility;
1- تقرُّ بأنَّ مواجهة مشكلة المخدِّرات العالمية تتطلَّب اتِّباعَ نهج متكامل ومتعاضد ومتوازن قوامه تعدُّد التخصُّصات إزاء استراتيجيات خفض العرض والطلب على نحو يشمل، فيما يشمل، تنفيذَ تلك الاستراتيجيات تنفيذاً فعَّالاً يستند إلى مبدأ المسؤولية العامة والمشتركة؛

It was recommended that Governments that had not already done so should prepare a national drug strategy that provides guidance and clear direction to all agencies with a role to play in the implementation of Government policies on supply and demand reduction.
61- أُوصي بأن تضع الحكومات، إن لم تكن قد فعلت ذلك بعدُ، استراتيجية وطنية لمكافحة المخدّرات توفّر إرشادات وتوجيهات واضحة لجميع الوكالات التي لها دور في تنفيذ السياسات الحكومية في مجال خفض العرض والطلب.
