1. A treaty between one or more States and one or more international organizations or a part of such a treaty is applied provisionally pending its entry into force if:

The following text is here proposed with the intention of covering a number of cases: that of two or more States being injured; that of two or more international organizations being injured; that of one or more States and one or more international organizations being injured.
