On behalf of the delegation of the Democratic People's Republic of Korea, allow me to congratulate Ambassador Zinsou on his election as Chairman of the Disarmament Commission at this session.

Mr. Zinsou noted that there were structural and operational issues that went beyond the mandate of ECOSOC and its interaction with the Security Council.

Mr. Zinsou stressed the importance of addressing the underlying causes of conflict in underdeveloped states in order to prevent conflict.

22. Mr. Zinsou (Benin), speaking on behalf of the Group of African States, said that the African States strongly and unequivocally condemned terrorism in all its forms and manifestations, wherever and by whomsoever committed, including State terrorism.
